Late Monday evening, Vice President Joe Biden and Senate Minority Leader Mitch McConnell reached a tentative fiscal agreement.   The deal would raise taxes rates for the wealthiest Americans, but not in time for Congress to completely avoid the automatic tax increases and spending cuts that go into effect after December 31.
