Security council resolution that authorized those operations: the protection of civilians in towns like Misurata in the west and Brega and Ajdabiya in the east. But neither Colonel Gadafi’s loyalists nor the dissident leadership based at Benghazi are able to achieve a decisive military victory and civilians are still getting hurt.
