As the mountains north of Rio de Janeiro remain mired in muck from Brazil’s deadliest-ever floods—817 dead and counting—other parts of Brazil are in the grip of record droughts. In a piece about recent wild weather extremes, we mentioned the serious dry spells going on in Brazil’s north. Now ,13 cities in the southern state of Rio Grande do Sul have joined in, declaring a state of drought emergency affecting 340,000 people.
