Paul Ryan’s plan to reform Medicare has come to the forefront as a reason why Republicans lost the special election in New York’s 26th Congressional district. Democrats are planning to use the issue to stir up votes for the 2012 election, and Republicans are scrambling to change course. Jennifer Steinhauer, congressional correspondent for The New York Times, discusses the tactics.
