The hard rock mining law of 1872 was written during the Civil War to encourage development in the West. But more than 100 years later, mining companies can still dig up uranium, gold, and other minerals on public lands without paying royalties and without cleaning up. The Interior Department just placed a ban on new mining claims near the Grand Canyon.
