President Barack Obama said in his first address to a joint Congress last night that his upcoming budget would state the true cost of the wars in Iraq and Afghanistan. That’s a departure from the Bush Administration’s practice of accounting for the wars outside of the main budget. The World’s Jeb Sharp reports.
